Special Education History: Background
Special education history is important because it helped us get where we are today with respect to the educational rights of children with disabilities. Before 1975, children with disabilities were regularly excluded from public schools despite obligatory education laws set since 1918. They had the option to remain at home or be institutionalized. Even children with moderate disabilities who enrolled were likely to drop out before graduating high school.

Special Education History: IDEA
Special Education History hasn’t changed a whole lot since the implementation of IDEA. During 1975 Congress passed the Education for All Handicapped Children Act to fix the seemingly indefensible situation. It later was renamed as Individuals with Disabilities Education Act (IDEA). It required public schools to provide students with disabilities four main services:

  1. To ensure that all children with disabilities have available to them a free appropriate public education that emphasizes special education and related services designed to meet their particular needs.
  2. To ensure that the rights of children with disabilities and their parents or guardians are protected.
  3. To assist States and localities to provide for the education of all children with disabilities.
  4. To assess and ensure the effectiveness of efforts to educate children with disabilities. (US Department of Education)
Special Education History: A New Chapter
